GDEY0154D67 pin 15 and 16 3.3V question.

Hi all, a question regarding the GDEY0154D67. In the specification, there is a schematic for the driver board. I'm especially interested in pin 16 and 15 (VDDIO and VCI), these two are connected together and there is also a "3.3V" text above them. It is not clear to me, do these pins need 3.3V to be supplied to them, or is the schematic simply notifying me that there is 3.3V there. Thanks for the help.
